一、 入圍招標(biāo)目的

I. Purpose of Shortlisting Bidding為進(jìn)一步提升訂單海洋運(yùn)輸保障能力，規(guī)避航運(yùn)質(zhì)量風(fēng)險，實(shí)現(xiàn)

降本增效，特啟動海洋運(yùn)輸承運(yùn)商入圍招標(biāo)工作。

審核合格后入圍新

興鑄管(埃及)股份有限公司的海運(yùn)合格承運(yùn)商名錄，可參加各運(yùn)輸

航線的投標(biāo)及比價工作。

In order to further enhance the capabilities of marinetransportation to support orders, mitigate shipping qualityrisks, and achieve cost reduction and efficiency improvement,we are initiating the shortlisting bidding for internationalocean shipping carriers. Qualified carriers will be listed inthe qualified carrier directory of Xinxing Ductile Iron PipesIndustry Co., S.A.E, allowing them to participate in thebidding and quotation for various transportation routes.

二、 項(xiàng)目概況及項(xiàng)目要求

II. Project Overview and Requirements我公司擇優(yōu)選擇新興鑄管(埃及)股份有限公司的國際海洋運(yùn)輸

入圍合格承運(yùn)商，承運(yùn)產(chǎn)品為本公司建設(shè)期間的基建建材，設(shè)備及集

裝箱業(yè)務(wù)，范圍和運(yùn)量根據(jù)合同實(shí)際情況而定。

本次入圍的合格承運(yùn)

商具有參與新興鑄管(埃及)股份有限公司海運(yùn)招標(biāo)及比價資格，但

并不因此取得實(shí)際承運(yùn)貨物的資格或承運(yùn)數(shù)量方面的承諾，具體項(xiàng)目

中標(biāo)結(jié)果以屆時發(fā)布的招標(biāo)或比價結(jié)果為準(zhǔn)。

我公司將根據(jù)實(shí)際情況

對入圍名單進(jìn)行調(diào)整。

歡迎國內(nèi)及海外符合要求的海運(yùn)服務(wù)承運(yùn)商參

加審核。

Our company will select

qualified international oceanshipping carriers from Xinxing Ductile Iron Pipes Industry Co.,S.A.E to transport construction materials, equipment, andcontainers during the company’s construction period. Thescope and volume will be determined based on the actualcontract. Qualified carriers in this shortlist have the rightto participate in the bidding and quotation for marineservices；

however, this does not guarantee the actual shipmentof goods or the commitment to the quantity. The specific projectbid results will be based on the tender or quotation resultsreleased at that time. Our company reserves the right to adjustthe shortlist based on actual circumstances. We welcomedomestic and overseas shipping service carriers that meet therequirements to participate in the review.

三、 資質(zhì)要求

III. Qualification Requirements

1、具備獨(dú)立法人資格(包含在中華人民共和國大陸地區(qū)及港澳

臺地區(qū)和阿拉伯埃及共和國依法注冊的企業(yè))，有能力提供我司所需

服務(wù)。

1. Independent legal personality qualification(including enterprises registered in mainland China, HongKong, Macau, Taiwan, and the Arab Republic of Egypt), with theability to provide required services.

2、(1)中華人民共和國大陸地區(qū)及港澳臺地區(qū)的營業(yè)執(zhí)照主營

業(yè)務(wù)需包含國際貨物運(yùn)輸代理，公司成立年限 3 年(含)以上，常駐海外分支機(jī)構(gòu)不低于2家且運(yùn)營時間不低于2年或在中東地區(qū)長協(xié)代

理營運(yùn)機(jī)構(gòu)不低于 2 家且運(yùn)營時間不低于 2 年，注冊資金不低于 2000萬元人民幣，2021-2023 年期間年?duì)I業(yè)額在 10 億人民幣以上；

2. (1) For enterprises registered in mainland China,Hong Kong, Macau, and Taiwan, the main business scope mustinclude international freight forwarding. The company musthave been established for a minimum of 3 years, with no lessthan 2 overseas branches operating for at least 2 years, or itmust have at least 2 long-term cooperative agencies in theMiddle East, with at least 2 years of operation. The registeredcapital should be no less than CNY 20 million, and the annualturnover from 2021 to 2023 should exceed CNY 1 billion.(2)阿拉伯埃及共和國的營業(yè)執(zhí)照主營業(yè)務(wù)需包含國際貨物運(yùn)

輸代理，公司成立限 3 年(含)以上，在阿拉伯埃及共和國國內(nèi)與 3家(含)以上的大型國營及民營上市公司企業(yè)有關(guān)于物流運(yùn)輸和倉儲

報關(guān)的合作且業(yè)務(wù)運(yùn)營時間不低于 2 年，注冊資金不低于 30 萬美元，2021-2023 年期間，營業(yè)額不低于 1000 萬美金。

(2) For enterprises registered in the Arab Republic ofEgypt, the main business scope must include internationalfreight forwarding. The company must have been established fora minimum of 3 years, with at least 3 large state-owned orprivate listed companies in Egypt cooperating on logistics,transportation, and customs clearance for at least 2 years. Theregistered capital should be no less than USD 300,000, and theturnover from 2021 to 2023 should be no less than USD 10 million.

3、具備一般納稅人資格，涉及美元費(fèi)用時(海運(yùn)費(fèi))，需開具

增值稅普通發(fā)票(免稅)，注冊于港澳臺地區(qū)和阿拉伯埃及共和國的，發(fā)票代開需提供投標(biāo)單位與代開單位加蓋公章的說明。

進(jìn)口的本地物流業(yè)務(wù)需開 14%增值稅發(fā)票。

3. Qualified as a general taxpayer, when dealing withexpenses in USD (ocean freight), it is required to issue a VATordinary invoice (tax-free). For companies registered in HongKong, Macau, Taiwan, and the Arab Republic of Egypt, if invoiceoutsourcing is involved, an explanation with the official sealof both the bidding unit and the outsourcing unit is required.(Local logistics services in Egypt need to issue a 14% VATinvoice.)

4、擁有完善的質(zhì)量管理體系，ISO 質(zhì)量管理認(rèn)證，具備良好的

綜合實(shí)力和經(jīng)營實(shí)力，獲得物流企業(yè)的認(rèn)證，需提供 2021-2023 年度不間斷從事建設(shè)建材、設(shè)備和集裝箱的海運(yùn)業(yè)務(wù)證明(例如合同、提

單、發(fā)票、銀行流水等資料。

4. Possess a comprehensive quality management system,ISO quality management certification, good overall andoperational strength, and certification from logisticsenterprises. Provide evidence of continuous engagement inmarine transport of construction materials, equipment, andcontainers from 2021 to 2023 (such as contracts, bills oflading, invoices, bank statements, etc.).

5、承運(yùn)商信譽(yù)良好，業(yè)內(nèi)無不良合作歷史，近三年無重大安全

事故，當(dāng)前無重大訴訟案件；

本次招標(biāo)入圍結(jié)果確定前，(包括自身

作為實(shí)際承運(yùn)人、名義承運(yùn)人或承運(yùn)人代理人的情況)有不良記錄的，不具備入圍資格；

入圍后發(fā)生不良記錄的，停止參與新項(xiàng)目報價；

失

信企業(yè)不具備投標(biāo)資格。

5. Carriers must have a good reputation, no adversecooperation history in the industry in the past three years,and no major safety accidents. Entities with a negative recordbefore the shortlisting bidding results are determined will notqualify for shortlist. If any adverse records occur aftershortlisting bidding, the entity will be disqualified fromparticipating in new project quotations, and dishonestenterprises will not be eligible to bid.

6、投標(biāo)保證金 50 萬 人民幣，需在報名截止時間前電匯至新興鑄管股份有限公司下述指定賬戶，否則不具備參加入圍招標(biāo)資格。

如

未入圍，投標(biāo)保證金在本次招標(biāo)結(jié)束后退還至原付款賬戶。

如入圍，投標(biāo)保證金自動轉(zhuǎn)為履約保證金，作為承運(yùn)人履約保障，在履行承運(yùn)

責(zé)任期間，一旦出現(xiàn)貨損、違約，新興鑄管股份有限公司有權(quán)直接扣

除相關(guān)費(fèi)用和損失，履約保證金在入圍期內(nèi)全部合同履約完畢后退還

至原付款賬戶。

6. Bid deposit CNY 500,000, which must be remitted to thedesignated account of Xinxing Ductile Iron Pipes Co., Ltd.before the registration deadline. Otherwise, shortlistingbidding qualification will not be granted. If not qualified,the bid deposit will be refunded to the original payment accountafter the end of this tender. If qualified, the bid deposit willautomatically be converted into a performance guarantee,serving as a guarantee for the carrier’s performance. In caseof cargo damage or breach of contract during the period ofcarrying out carrier responsibilities, Xinxing Ductile IronPipes Co., Ltd. has the right to deduct relevant expenses andlosses directly from the performance guarantee. Theperformance guarantee will be refunded to the original paymentaccount after the completion of all contracts during theshortlisting period.

7、本次招標(biāo)不接受聯(lián)合投標(biāo)，否則無效。

注冊于港澳臺地區(qū)和

阿拉伯埃及共和國的投標(biāo)單位，僅涉及增值稅發(fā)票代開的，不在此排

除范圍內(nèi)。

7. This tender does not accept joint bids；

otherwise, itwill be invalid. Bidding units registered in Hong Kong, Macau,Taiwan, and the Arab Republic of Egypt, which only involve theoutsourcing of VAT invoices, are not excluded within thisscope.

8、已被列入新興鑄管股份有限公司黑名單服務(wù)商不具備入圍資

格。

8. Service providers listed in the blacklist of XinxingDuctile Iron Pipes Co., Ltd are not eligible for shortlistingbidding.

四、有關(guān)入圍后采用中鑄平臺進(jìn)行線上詢比價的說明

IV. Explanation of the Use of Zhongzhu Platform for onlineInquiry and Comparison After Shortlisting Bidding我司計劃 2024 年詢比價工作通過中鑄產(chǎn)業(yè)網(wǎng)電子招標(biāo)采購平臺線上開展，具體注冊方式、收費(fèi)標(biāo)準(zhǔn)、線上報價流程等均以中鑄網(wǎng)相

關(guān)規(guī)定為準(zhǔn)。

所有參加入圍招標(biāo)的單位默認(rèn)均已對此知悉及同意。

Our company plans to conduct the 2024 inquiry andcomparison work through the Zhongzhu Industrial NetworkElectronic Bidding Procurement Platform. Specificregistration methods, charging standards, online quotationprocesses, etc., are subject to the relevant regulations ofZhongzhu Network. All units participating in the shortlistingbidding are deemed to be aware of and agree to this.

other qualification certificates,such as a certificate of no carrier registration for cargo orthe ship ownership registration certificate for self-ownednavigable/cargo ships, can be provided together (copy with theofficial seal).

3、法人代表身份證(掃描件加蓋公章)。

4. Legal representative’s authorization letter(original with the official seal and legal representative’seal). The legal representative of the bidding unit, as theauthorizer, authorizes the authorized person to handle thesubmission of materials for Xinxing Ductile Iron Pipes IndustryCo., S.A.E’s 2024 international ocean shipping carriershortlisting bidding and subsequent prequalification-relatedmatters. The authorization letter must include the name and IDcard number of the authorizer, as well as the name, ID cardnumber, and contact information (phone and email) of theauthorized person.

5、2023 年度不間斷基建建材、設(shè)備及集裝箱運(yùn)輸相關(guān)證明文件(例如合同、提單、發(fā)票、銀行流水等資料)。

5. Proof documents for uninterrupted transportation ofconstruction materials, equipment, and containers in 2023(such as contracts, bills of lading, invoices, bank statements,etc.).
